I wouldn't recommend hardcoding it as that would make plugins like
Semiologic Dofollow,
which allows people to remove the nofollow relation & let PR pass on to
links, useless.
This essentially would take away the choice from users, as some people
do like to pass on
PR to the ones commentating on their blog.
