The problem is with defining the penalty. Is it a big deal of penalty if
the site gets 2 positions down in SERPs? It all depends where it was
before: if it was in a middle of the 20th page, it would not change a
thing. If it had #9 and now it's knocked off to the second page of
results, it's a huge disadvantage hence huge penalty. I think that's where
my 40% cut in traffic comes from: moving from the first page to the second.

Besides, his time might not have come yet! :-) BTW, the 'timely dozen'
links don't seem to be changing when I refresh the page. I'm sure they
change over time, but not too often.

All I'm saying is that the rotating (frequently changing in other words)
outgoing links seem like a valid concern for Google, so it seems
reasonable to me to stay away from using them.
