You can browse /usr/lib/bubblemon/, for example using Konqueror and then
drag bubblemon-gnome2 to the panel.

You can alternatively right-click (assumes right-handed mouse) the panel,
then choose Add -> Special Button -> Non-KDE Application.

If you want to add this to the KDE menu, there is something in YaST2 or
Control Center that will allow you to do so.
