I have been interested in hearing a reply to this. I flagged this message
because I once thought about asking a similar (/same) question. What
stopped me is my following assumption, which just might answer your
question:
Different devices have different baseline volume and perhaps they consume
differing amounts of power. The power consumption is related to the maximal
volume, not the current (chosen) volume. I know that lights which can be
dimmed possess this property. Therefore, the only way to make all sounds
louder, I am guessing, is by raising the level of all the channels. This
results in reduced sound quality.
Some headphones might be capable of compensating for this. Some are louder
than others and some have their own power supply or amplification.
