I agree.  I doesn't matter if he stays with Win98, but if he ever
moves to Linux, he would have to change tools.

On the other hand, if he changes to Linux and wishes to do 
programming, his best choices are all quite ill-suited for his
present Win98 system.

Given the tradeoffs, I stand by my opinion.  Others, of course, 
will have different opinions.
