As the blog post indicates, to draw attention to the fact that a site
should be logically structured and fully functional without CSS. CSS can
and often does mask bad or poor markup, and possibly poor content. 

Assuming Strict coding, switching CSS and the other optional fluff off
goes some way to expose the quality of the markup and content.
