Mono just covers the VM and the C# compiler, and a limited subset of
the libarary.
It think Mike Icaza has said that Mono covers about 65% of the
functionality.

The remainder of the functionality required to actually do most of the
things you would actually want to do to be .NET compatible, depend on
Microsoft intellectual property.
