This is "smart business" I suppose. You get fined for non-compliance.
So instead of complying, you fire the people you need to help you reach
compliance.
That might make a small amount of sense if this was a small company,
with little in reserve, looking at a huge fine. But for them, this is
a case of nearly the reverse.
