Let's see.  Microsoft is assuming that all of these licenses are still
being used exclusively for Windows 98 and ME.  Obviously, people loved
ME so much that people couldn't wait to downgrade to Windows 98.
What's sad is that 70 million users decided that they would rather use
ME and 98, with built-in insecurities like FAT32 file system (look ma,
no permission checking, ANYONE can write ANYTHING pretty much ANYWHERE
they want, with no restrictions.

I guess Windows XP was so loathed and despised that these 70 million
users refused to even consider upgrading to that platform.

Perhaps it was because they didn't have the ability to add 510 meg of
memory to their motherboards.  Maybe it was because they didn't have
the ability to upgrade their hard drives.

Or maybe SOME of those 70 million users are running behind Linux.
