You better be careful what you ask for.  As an official standard, there
could be all kinds of regulations and rules put in place as to how, and how
often, the code can change.  

What would most likely have to happen is a special branch of the kernel be
made for standardization, and that branch could not be updated as
frequently as the rest of the branches.  

This would mean that standard linux, would probalby be 2-3 years behind the
tip.  Why would you want that?
