I'm not sure that this "support" for older releases is as big an issue
as it is made out to be.  As new releases are available for free anyway,
with testing/unstable versions around for plenty of time such that IT
departments can test and verify new versions, even contribute fixes and
bug reports if they wish, then it's just a question of managing a
rollout of "dist-upgrade".  Aside from kernel upgrades, there would not
normally be any need to even reboot a machine, so it could well be
possible to upgrade the majority of machines completely remotely.  

Still, people take time to grasp the significance of changes...
