That is hardly "all of Africa". Isn't Somalia near there?

These lunatics tried to steal an ocean liner. Why wouldn't they pirate
a little software. Might be the reason there's been no Microsoft
push in the area. 

Hell, they can't afford the free stuff. Why try to sell them anything.
