...And,  as  the controversial paper from the government  of
New  Zealand  suggested, it's infectious, too. I  guess  the
word  has a negative connotation, which is why the  phrasing
was  subsequently  changed. Either way, as a business  or  a
government,  you  are  more likely to embrace ODF,  or  open
standards,  or Open Source, or GNU/Linux once the precedence
is  there. You rely on other people's judgment and also  use
it  as defence against failures (sacking). The "Nobody  ever
gets  fired  for buying Microsoft" myth is reaching its  end
with  loss  of  trust  (according  to  surveys),  antitrust,
bullying,  critical bugs, inability to deliver good software
(on deadline), lack of innovation etc.
