There is genuine intent to make the entire city interconnected wirelessly...

This has gone on for several years. If it is offered city centre-wide, then
the initiative might be getting close... but no cigar, yet.

As Mike said, sometimes it's better to get away from it all, unless you
depend on networking for work (e.g. server goes down during lunch break and
you can fix this remotely from the coffee shop). Besides, think about the
prospects of VoIP...
