I can sort of give them this one.  From what I see, it's pulling down
(among other things) a list of extensions to search for, for each
category.  If we assume that the extension list changes relatively
frequently, pulling down a new list now and then kinda makes sense... but,
that said, surely it's enough to do this during, say, a Windows Update run?
