It is not perfect, but for starters:
Commercials tend to be in the old 4:3 format, not in 16:9 or even wider
Commercials don't have the logo of the tv-company
Commercials tend to run with increased volume (the single most annyoing
feature of them, and the first reason anyone making commercials should be
shot on the spot, no questions asked)
If you have 2 or even these 3 things changing during a movie, you almost
certainly have a commercial.
The current systems do not edit out them automatically, but flag them for
inspection
