To be fair, Microsoft is:

* Undermotivated (no competition)

* Lacking leadership (the iconic figures depart, e.g. Vista's manager, Jim
Allchin, and Bill Gates)

The source code (of Windows at the least) requires a 60% rewrite, which is a
jaw-dropping figure. The code is said to have intricate dependencies (some
are cyclic), which due to lack of comprtmentalisation, is impossible to
mentally comprehend and conquer (according to devs/testers). Add to this the
introduction of new developers who must know code rather than API's (there
are none because development is not as distributed as in Linux... no {GNOME
or KDE} and {lilo or grub}), as well as urgent patches which make the
structure poorer rather than improve it (think a patch of fabric over a
dress, rather than a new dress).

There are more, but beyond 12 lines for a messages, it's unlikely to be
read... but rememeber: Vista was built in just 6 months and will be tested
for 12. I am surprised how many people are unaware of this or choose not to
believe and face the bitter truth.
