Microsoft has denied this. While refusing to quote real figures, it was only
allowed to say that sales figures doubled in the second month.

Governments worldwide write open source policies because they realise that
despite lockin and reliance they must break free, through /law/ and
legistlation, not just optimistic strategy. It's not far off from that
quarantine stance, so Microsoft reduces the cost of the 'drag' to $3.a
