That's generally how it works.  Someone placing an ad, say an ad for
Suse support services, tells Google keywords that they are interested
in, and tells Google how much they want to pay.  Google takes all those
bids, and figures out which ads to show on which sites.

There is a little bit of filtering a site owner can do, but mostly
Google decides what runs, and they base that on how much they think they
will make from the ad.  (They don't necessarily pick the ad with the
highest bid, because Google takes into account how many people click the
ads.  An ad with a low bid, but that generates a lot of clicks, will
make more money for Google than an ad with a high bid that doesn't
generate many clicks).

Things are similar at a high level with other advertising providers.

Thus, it is not really a big deal when a pro-Novell ad appears at Roy's
site--and it is not a big deal when a Microsoft ad appears at a Linux
site.  Microsoft probably bids on general IT-related keywords, and those
are going to hit most sites that are of interest to IT people, and that
includes Linux sites.
