It absolutely and 100% has the Microsoft ring to it, particularly as
anyone who is familiar with standards writing knows that the source-code
is the ultimate standard.  Basically, that line says that the government
reserves the right to line the pockets of their mates with our cash,
even though there are perfectly good, free, alternatives.  We really
should get to the bottom of who wanted that sentence in - they are
probably on a payroll to someone they should not be.
