This is not surprising, and not going to change for a long time. They
lose around $250 on the sale of each box, so selling software for the
box is their only way to directly make money. Their main secondary way
to make money is on the sale of Blu-Ray discs.
PS3 as a PC doesn't make them any money, so they aren't interested in
pushing that.
