This is where the fight-back begins.  Once MPs recognise that a large
number of their constituents are running businesses and organisations
and such like using free software, then the attitude to proprietary-only
solutions will begin to shift, particularly as it's relatively easy to
show that large projects built on open-source software have a massively
better success rate than those built on closed-source in terms of
sustainability, maintainability, security, speed of development,
reliability and cost.  This is important for things like the NHS,
National Archives, British Library, etc. etc.

Oh yeah, and the BBC.
