For obvious reasons, they refuse to give technical details, but recent events
(in the links appended and elsewhere) suggest that worries about Windows and
viruses have existed for quite some time. The DoD will probably be moving to
Red Hat, but a lot of damage has already been done.

To the DoD, being government, buying Windows is like contracting with family.
The money stays where it comes from, more or less (assuming Bill's account in
Switzerland is a national asset). This means that Linux needs to win based on
merits alone, not cost.
