Then he has failed.
Historically, a standard can be mandated for anything and if different
implementations exist there can be no legal challenge.

Its micoshaft that better go watch out with their corruption
and use of lobbying and dubious mis-use of lawyers.
Governments too have lawyers and they can be very fierce
when turned on micoshaft corporation and its assets.
