[News] Free Software Policies for Governments Getting Drafted

FLOSS Best Practice for Business and Government (Draft, April 2008)

,----[ Quote ]
| 2.1 Governments should contribute to FLOSS development.
|
| 2.2 Government contribution to FLOSS should at a minimum include voluntary
| contributions to nationally based FLOSS collecting societies calculated
| according to FLOSS usage (in much the same way that Government makes such
| contributions to other collecting societies on behalf of other copyright
| authors). That collecting society should use the money to fund FLOSS related
| initiatives.
|
| 2.3 Government contribution to FLOSS may include adoption of FLOSS
| technologies or contribution of code.
|
| 2.4 Publicly funded development should be commercialised under a FLOSS
| licence (although it may also be commercialised under other non-FLOSS
| licences). Publicly funded development should not be exclusively licensed.

|
| Organisations such as the Shuttleworth Foundation, which help provide
| computers to underprivileged schools, use Linux instead of Windows to cut

City of Munich and German Federal Foreign Office start collaboration

,----[ Quote
| According to this German article, the City of Munich and the German Federal
| Foreign Office have started to collaborate on the implementation of their
| open source and open standards strategies. I would not be surprised if other
| organizations decided to join the "alliance" as well. Anyway, very cool to
| see government organizations collaborate regarding the usage of open source
| and open standards.

Open Parliament

,----[ Quote ]
| A petition for the use of open standards in the EU bodies was launched some
| time ago and got support of many European citizens who want
| discrimination-free access to public online services.
|
| [...]
|
| Many participants and speakers referenced to the OOXML standardisation
| process, in particular were intrigued by the French AFNOR developments.
| Generally speakers feel concerned about OOXML to become a standard in
| governmental procurement. In private a government delegate compared
| Microsoft's public affairs methods with the scientology cult.
