Well, I'm a little confused here.

appears to be the initial 4.0 announcement.  Nothing
about it being a developers-only release, though there
is the little blurb under Libraries:

    * Being built on Trolltech's Qt 4 library, KDE 4.0
      can make use of the advanced visual capabilities and
      smaller memory footprint of this library. kdelibs
      provides an outstanding extension of the Qt library,
      adding large amounts of high-level functionality
      and convenience to the developer.

As a Pedant Point(tm), *no* software release is final unless
the software is dead.  ;-)  The W Windows system and the X10
Windows system come to mind (both having long since been
replaced by X11).
