He was commenting on programs with malicious features (or antifeatures) that
the client is unable to remove, even on demand from the vendor. Examples
include Mac OS and Windows.
When the programmer takes control over people's PCs, then freedom is
compromised. That programmer can also be the NSA, the 'head of targeted
assassinations' at the CIA, the copyrights cartel which sees business as a
God-given right, and so forth.
Not all programs are malicious. The ubiquitous ones usually are, because they
can afford it (Google too, re: harvesting).
