Linux has supported CPU Frequency Scaling since 2.6, with backports to 2.4:

Set to the "On demand" governor, it will keep the CPU at the minimum
frequency whilst idle, increase it under load, and decrease it when the
CPU temperature exceeds a configurable limit.

Gnome has a CPU Frequency Scaling Monitor panel applet that compliments
this feature, enabling the user selection of different governors or
specific frequencies.

The processor must actually support this feature for it to work, obviously.
