Why not? After all, they're responsible for locking their doors and
securing the vault, so why shouldn't they be responsible for securing
their online banking systems too?
Yes, the /criminals/ are responsible for the /crimes/ they commit, but
failing to take adequate precautions against those criminals is just
negligence ... and it's negligence with /other people's/ money.
Personally I think it should simply be mandated by law that no financial
institutions be allowed to use any Microsoft software in their IT
infrastructure at all, since Windows has been proved to be entirely
unsuitable for any mission critical; data sensitive; or security related
task.
That's the first and most important step any bank could possibly make.
The rest is trivial.
