To do it right, one would have to rout out a fair amount
of internal documentation and ask the right questions,
leading one into a rather thick decision subtree (thicket?
bramble? rat's nest?), and one hopes one can identify the
decision points and, more importantly, the decision makers,
in that subtree, and charge *them*. And even then, one has
to ask as to whether to charge the department managers,
project managers, the engineers, or all three.
A lot easier to find the exploiters, but in a way,
they're only the messengers -- but in a way, they're not;
just because one can easily steal a car (at least, until
recently) with little more than a "Slim Jim" and a certain
type of tool kit doesn't mean the one doing so should get
off scott free.
