Claims like these have been made before.
The hold up as always is proprietory software and those who
push it. The proprietory owners don't feel they ought to open source
the format in case they could get money for it.
By holding out for money it kills interoperability.
Since these techniques have been tried before and failed
and they do not solve problems, the only
new thing that could happen is if open source spent money
and resources on its own open standards.
Open source will lead, closed source must follow.
