Munich released template management software as Open Source
So now other countries can take 14 years to migrate a couple thousand
desktops from Windows to Linux.

Munich is a complete joke when it comes to anything Linux.

Yeah, and so many big IT people in Europe don't get it. They are actually taking the Munich migration seriously and even imitating it. Total insanity.

And this is documented precisely where?

Try googling for some of these and Linux or ODF:

Macedonian schools
Munich (LiMux)
Extremadura region of Spain
Russian Schools
French National Tax Agency
City of Mannheim, Germany
National Assembly of France
National Police of France
Dutch cities
Peugeot
Solothurn Canton of Switzerland
schools of Geneva Canton of Switzerland
Friesland county of Germany
Moscow regional government
German Foreign Ministry
German national computer security agency (BIS)
German Federal Employment Office
Italian Ministry of Justice

You will have to be able to see the forest for the trees. You will also need some concept of how changes happen---how people share experiences and learn from each other and help each other.
