LyX's HTML exporter (not exactly part of LyX) produced pages that were not so
nicely laid out (I haven't tried in the latest version), so I usually export
from LyX to LaTeX and then run latex2html. I've just taken a look at Sphinx
and it seems very task specific.
The latest version of LyX adds some nice GUI elements there were not there in
1.3 (and earlier).
