Yes, I agree.
A better phrase would make it clear that it's merely continuation or
perpetuation of a criminal behaviour that dates back to the 70s/80s.
The bigger you are a criminal, the more urgently needed the action becomes.
Some of the world's Biggest Criminals are killing millions, not just screwing
a single industry segments.
