Obama and the Open Sourcing of the US Government
,----[ Quote ]
| For example: Earlier this month, as faithful readers will remember, we noted
| the new mandate in Vietnam that all government computers move to Linux.
|
| Then, late last week, news emerged that the Russian government may be
| planning to build a Linux-based national operating system of its own as a way
| of reducing its dependence on licensed foreign software.

Washington DC latest to drop Microsoft for web apps
,----[ Quote ]
| Washington D.C. has joined 500,000+ businesses and organizations in moving
| its communication and productivity tools into the cloud. Vivek Kundra, CTO
| for the District, signed an agreement with Google to migrate the
| organization's 38,000 employees to Google Apps, the search giant's web-based
| offering of communication and productivity tools. Washington D.C. is a
| not-insignificant win for Google, and yet another blow to Microsoft's
| incumbent Office suite, as a surge of web apps steadily replaces their
| desktop counterparts.

Gmail Fills the Bill for Obama Staff
,----[ Quote ]
| E-mail is near and dear to Barack Obama (thus his reliance on his
| Blackberry). But when Obama's incoming staff members first enter the White
| House on Inauguration Day, they won't yet have access to the traditional
| White House e-mail system. According to The New York Times' Adam Nagourney,
| being out of the loop for even a few hours is just not acceptable for the
| tech-savvy Obama crowd. So the administration has turned to Google. No, it
| didn't tap Google's Eric Schmidt to fix the problem. Instead, it issued its
| staffers Google Gmail accounts to bridge the gap.

Calls for open source government
,----[ Quote ]
| The secret to a more secure and cost effective government is through open
| source technologies and products.
|
| The claim comes from one of Silicon Valley's most respected business leaders
| Scott McNealy, a co-founder of Sun Microsystems.
|
| He revealed he has been asked to prepare a paper on the subject for the new
| administration.

Vietnam to widely use open source software
,----[ Quote ]
| The Ministry of Information and Communications has issued an instruction on
| using open source software products at state agencies.
|
| Accordingly, by June 30, 2009, 100% of servers of IT divisions of government
| agencies must be installed with open source software; 100% of staffs at these
| IT divisions must be trained in the use of these software products and at
| least 50% use them proficiently.
|
| IT divisions at government agencies comprise the IT departments of ministries
| and government agencies, provincial and municipal Departments of Information
| and Communications.
|
| [...]
|
| The instruction also said that by December 31, 2009, 70% of servers of
| ministries’ agencies and local state agencies must be installed with the
| above open source software products and 70% of IT staff trained in using this
| software; and at least 40% able to use the software in their work.

National Word Processors?
,----[ Quote ]
| Other governments want to be able to switch to other products or actually do
| that. Most of them migrate to Staroffice or [OpenOffice.org] which support
| the ODF format and the old binary doc format out of the box. Government
| agencies understand that a creation of an international standard as ODF was
| crucial to reduce their switching costs, they understood that only strong
| economic pressure would force Microsoft into full ODF compliance. Some
| governments also understand that you have to invest into alternative products
| and migration studies to further reduce the dependencies and built up the
| market pressure for interoperability.
|
| I wonder if Russia will consider to develop its national word processor as
| well. A wise Russian will understand the danger to their national
| independence that a support for the Open XML format instead of ODF bears. If
| they have no opportunity but to chose Open XML it shows that their national
| independence is already compromised.

Russia To Develop a National Operating System
,----[ Quote ]
| "According to Russian media, the Russian Government is going to develop a
| National Operating System (Google translation; Russian original) to lower its
| dependencies on foreign software technology licensing. The Russian plan will
| base its efforts on Linux and expects a worldwide impact. Microsoft is also
| involved in the roundtable process that led to the recommendation. The
| Chinese government successfully lowered its Microsoft licensing costs through
| an early investment in a national Linux distribution. I wonder if other large
| markets, such as the European Union, will also develop their own Linux
| distributions or join in the Russian initiative."
