That is preciously what is happening. Obama should make it a top
priority to end financial incentives provided to companies for
off shoring their workforce and instead provide incentives to
companies that develop their workforce here in USA.
BTW this is no different in concept than all the freedoms that
have slowly been eroding under the guise of "home land security".
