AFAICT Gnome Look (openDesktop.org) allows contributors to host their
files anywhere they want, and simply link to them. Those contributors
who do not have their own domains, use file hosting services, many of
which provide two levels of service; free but slow, or paid and fast.
Why these particular contributors choose to host externally I have no
idea, since openDesktop.org does host contributions itself. See here:

I assume therefore that contributors only host externally if the file
size exceeds openDesktop.org's limit (not specified).

There is no change. Hosting incurs costs, which is a simple matter of
fact - always has been, always will be. Open Desktop covers its costs
with sponsorship; merchandising and advertising, and allocates hosted
space according to available capital. More money = more capacity. The
current system works adequately enough, but if you want to improve it
further, then I'm sure openDesktop.org would welcome a donation.
This is the way Free Software works: You get, because others give. If
you want to help, then you need to give something back. Contributions
can take many forms, of which money is just one.
