Roy gets another one wrong: WA not taxing free downloads

As noted in the comments, section 606 of the bill says:

   The provisions of this chapter do not apply in respect to the use of 
   digital products or digital codes obtained by the end user free of 
   charge.

Free software downloads (and P2P downloads--even ones that violate 
copyright) are taken out of the scope of the bill by 606.  Full bill

This shows just how little effort Roy takes to post accurate 
information. The first comment that noted section 606 appeared less than 
an hour after the story was posted to Techdirt.  Roy couldn't be 
bothered to glance at the first few comments and see that the story is 
completely busted
