I'm not sure about this specific deal, but Motorola probably makes products in
China, in which case it's a deal or a contract which is not export per se.
Almost all of the world's hardware (of this type) is nowadays made in places
like Singapore, Taiwan, and China. That -- among other things -- is why the
West is in such huge debt. A lot of merchandise and clothing (even stuff like
steel and commodities other than food) are made there.
