Hi, John. On this Kubuntu 9.10 machine that I'm on right now I just needed to click one
button for the NVidia driver to be installed (not the ideal driver to use, but that's another
debate). Then, in system settings I just had to click (to enable) multiple monitors.
AFAIK, Windows does not come with GPU drivers either, not good ones anyway.
Did you install a good driver and restart the KDE session?
