Interpretation: clear violation of the rules specified among Guidelines for
Webmasters. I imagine that all search engines would consider this
unacceptable and know for a fact that Google consider this to be spam. It
can be difficult to automatically detect, so file a report if the site
competes with you. Some companies can use graphics to cloak the infamous
white-over-white trick.
