Security has turned into a very tender pain for Microsoft.

And when Microsoft finds out that someone has disclosed a
vulnerability, like ActiveX controls, that they don't want to fix,
they get an injunction against the sight publishing the information
(for damage to brand), put out a "cripple patch" that users refuse to
install or back-out, which absolves them of liability for the
vulnerability.

This has been going on for almost 11 years.

On the other hand, OSS and Linux have been subjected to audits by the
NSA, DOD, FBI, DHS, and several other agencies.  Some have even found
it "Too Secure" because it's so difficult to wire-tap.
