		<description><![CDATA[Local libraries have useful functions in free societies that are not paper dependent.  Local archives give published materials legitimacy, we know that a paper is as published because we can compare it to the same paper at another library and both libraries are impartial.  Local libraries can also digitize and seed collections of local interest, photos, maps etc.  If they were allowed to house and share journal collections, this too would be a good use of local community tax money.  Libraries are all about sharing and pooling resources.  Money now allocated towards preserving paper should be turned towards building a free digital future.]]></description>
