For a literate writer, having a substitute choice of words or phrases to
convey the same meaning but in a more articulate manner, would be

Unfortunately, I believe such a system would need to focus in on perhaps one
or two words at best, and then offer an alternatve word or phrase. Very
difficult, but this is not impossible. I can compare it to the many
translation programs that are offered. The more you know about how to phrase
a thought in the original language, the easier and clearer it is for the
system to convert it to the second language, and therefore, the more
precise your translation will be to the reader.

Yes, surely it's impossible. It is also very difficult to convert Hebrew
text into English and vice versa (more difficult than most Latin languages
anyway). How about if the user got drop-down boxes (a list with choice of
words) on each word which can be permutated and then chose to change it if
her/she wishes? This way it is semi-automatic (or semi-manual).

Well, that's an excellent idea. Sometimes, Word Editor will do something
similar to what you suggest by rephrasing a fragmented or awkward sentence.
But to replace the actual words and keep the intended meaning, is, I am
afraid, impossible.

I keep a running list of difficult words and their dictionary meaning. The
list is alphabetical but it is extrusive and I don't know if I can Copy and
Paste and send them all in one message, so I will send a sample of perhaps
10. This may help but it will be time consuming as each word needs to be
opened separately to get at the meat.
