Here is what I suggest you do: All your mail folders are kept under a
certain directory in a structure that is more or less reasonable. The
first step is to check which directory that is (it varies among Windows
versions). In Windows 98 it used to be somewhere in 'Program Files',
maybe under 'Common Files' or 'Application Data', but an easy way to
discover the correct path is by going to 'Options' in Outlook and look
for the field which allows you to change that path.
Once you find that path, browse to get there and find a .dbx file whose
name is similar to that of the erased folder. Mail clients tend to keep
mail data quite stubbornly unless erasure is done physically or the
folder compacted.
