There is usually a big congregation of people at St. Albert Square around
midnight. If you go out to the clubs that night, be sure to attend it[1].
There are also various events around the city.

[1] After NYE 2003, I refuse to go there as a matter of principle. Idiots
decide to launch powerful fireworks off their hands. It's very unpleasant
when a big spark hits your head and burns some of your hair. I can tell.
