There are a few exceptions like Cocos Islands and Germany, but the many
dozens of referring URL's are from Tonga. The attacks are primarily coming
from China and Russia, among some more south-east Asian nations. It could
in principle be these Internet cafes where the owners rarely bother to
patch up the O/S.
