An interesting article, although it does highlight the problem of putting
a cost against "lock-in". As most business cases tend to work an NPV
over maybe 5 years, and the impact of lock-in can go on for 20+ years
easily, it can be easier to build a case using the traditional approach.
Now that the irrational fear of FLOSS seems to have gone (FUD is no longer
effective against FLOSS), then cases are easy to build, as huge amounts
of FLOSS are mature and capable, combined with the excellent licensing
arrangement (ie., doesn't cost anything), and negotiable support (you can
go out to tender for it at any time), a case is relatively easy to write.
