The usual billwg distortion and half-truth. There's a big difference
between "all... that they would like" and "what it takes".
To make the point simple (in deference to billwg), let's give an example.
To avoid kidney failure, you need at least 700ml of water per day. That's
"what it takes". But most people like to drink a couple liters or more.
Similarly, companies that offer open-source projects put paid
developers on critical areas. But flourishes and experiments and extras
can come from other developers.
Once you read the quotes in the light of offering a way to *optimize*
development rather than *eke by*, well, billwg's attempted point
evaporates.
