well why not? if one buys a website, one expects the source code, not
some cgibin compiled blob.

its should be the property of the organisation that orders the one-off
project, it is not something that is bought off the shelf, i expect the
government has put a lot of work into the specification and design of
the project, so it is IP of the buyer.
